Fred’s area of expertise is affordable housing financing and development.

Biography:

Fred is a senior mortgage underwriter and real estate analyst at Connecticut Housing Finance Authority (CHFA). In this capacity, Fred is responsible for underwriting the viability of multifamily housing developments in the state using a variety of financing sources – Low Income Housing Tax Credits, Tax Exempt Bonds, Energy Conservation Bonds and other state and federal sources of housing funds. Fred manages the process – from application, transaction structuring, recommendation of financing, through funding and final closing. In addition, Fred develops and proposes financial restructuring solutions for  underperforming assets in CHFA’s multifamily housing portfolio.

Fred joined CHFA in January 2006 as an Asset Manager. Prior to joining CHFA, Fred worked at Teachers Insurance Annuity Association- College Retirement Equity Fund (TIAA-CREF) in New York for 20 years. At TIAA-CREF, Fred worked in Pension Administration and as an Investment Analyst in TIAA’s Investment Division (real estate and corporate bond financing)

Fred received his undergraduate degree in economics from Pace University, an MS in Real Estate Finance and Development at New York University and an MBA from the University of Hartford’s Barney School.

Fred is an avid vinyl record collector/enthusiast and plays cricket some Sundays in Keney Park in Hartford.
